USPTOの電子出願システム（EFS）と特許出願情報検索（PAIR）システムが開始したのは2002年ですが、弊所はそれ以来ずっとこれらのシステムを使用しており、現在では、EFS・PAIR両システムを介して、特許出願および手続きの全段階を実行し、状況確認を行っています。また、譲渡記録、特許登録料の支払い、維持年金の支払いも、EFSなどUSPTOが構築した専用のオンラインシステムで行っています。
We have been using the USPTO's Electronic Filing System (EFS) and Patent Application and Information Retrieval (PAIR) system since their inception in 2002, and now conduct and monitor all phases of patent filing and prosecution via the EFS and PAIR system. In addition, we make assignment recordations, issue fee payments, and maintenance fee payments though the EFS and other online systems the USPTO has established for those purposes.
弊所が電子出願システムを使用することによって、クライアントには以下のような利点があります。
Through electronic filing, our firm can offer clients the following advantages:
（a）クライアントの出願書類をいつでも提出することができます。出願日は、土日祝日を含め、実際に出願書類をオンラインで提出した日です。
We may file an application for a client at any time; the filing date is the actual day, including weekend days and holidays, that the application is electronically filed.
（b）提出と同時に、出願書類に対する（略式の）受領書と出願番号を受信します。
We instantaneously receive, upon filing, an (informal) acknowledgement receipt and application serial number for our client's application.
（c）出願書類とともに譲渡証を提出し、数時間以内に登録通知を受信することができます。
We may file an assignment with our client's application and receive a notice of recordation within hours.
（d）クライアントと発明者の識別情報を直接入力します。これは、出願受領証と譲渡記録のミスをなくすのに有効です。
We input the client's and the inventor's identifying information directly, which helps to eliminate filing receipt and assignment recordation errors.
（e）情報開示陳述書（IDS）とそれに付随する参考文献も、同様にオンラインで提出することができます。
We can file information disclosure statements (IDS's) and accompanying references electronically as well.
（f）特許協力条約（PCT）の国際出願を米国国内段階へ移行する場合も、同様にEFSを使用します。
We can conduct U.S. National-Stage entry of Patent Cooperation Treaty (PCT) international applications via the EFS as well.
PAIRシステムを使い、継続中の出願それぞれの状況を日本からオンラインで追跡します。このシステムは、非公開のため安全です。PAIRシステムによって、以下のことを行います。
Online from Japan, we track the status of each pending application through the PAIR system. The system is private and secure. Through the PAIR system:
（a）オフィスアクション・特許査定通知から出願受領証・発行通知書にいたるまで、各出願についてUSPTOから郵送された文書それぞれに対する通知をオンラインで受信します。実物の紙の文書は、約１０日後にUSPTOから郵便で直接日本にある弊所に届きます。
We receive online notification of each item of correspondence―everything from Office actions and notices of allowance, to filing receipts and issue notifications―that has been mailed from the USPTO in each application. We receive the actual paper correspondence from the USPTO by mail direct to our office in Japan about 10 days later.
（b）USPTOは、各文書をPDFファイルに変換し、そのPDFファイルをイメージ・ファイル・ラッパー（IFW）システムに入れます。IFWシステムには、PAIRシステムを使って非公式にアクセスできます。（USPTOは、継続中の出願について受け取った紙の文書もすべてIFWシステムに取り込みます。）そのため、紙のコピーが郵送で届く前でも、オンラインでオフィスアクションなどを非公開のPAIRシステムによってIFWシステムから閲覧し、プリントアウトすることができます。
The USPTO prints each item of correspondence as a PDF file and enters the PDF file into its Image File Wrapper (IFW) system, which we can privately access through the PAIR system. (The USPTO also scans into the IFW system all paper documents it receives in pending applications.) We can then use private PAIR to view and print out from the IFW system Office actions, for example, online even before the paper copy arrives in the mail.
日本の弊所用に確立した手順によって、まるで弊所が米国にあるかのように素早く効率的に、米国特許庁と連絡を取ることができます。以下にその例を挙げます。
The procedures that we have established for our office in Japan enable us to contact the U.S. Patent Office as quickly and efficiently as if we were located in the U.S. For example:
（a）オフィスアクションに対する応答は、すべてEFSを介して直接USPTOへ提出します。応答に対する受領書は、EFSから即座に発行されます。その後、オフィスアクションも、交付済み特許を含めたある出願に関する他の文書も、すべてUSPTOから直接弊所へ郵送されます。郵送された文書は、約10日以内に弊所に届きます。
We submit all replies to Office actions directly to the USPTO via EFS, which immediately issues an acknowledgement receipt for the reply. The USPTO then mails all Office actions, as well as all other correspondence in a given application, including the issued patent, directly to our firm. Our firm receives the correspondence in about 10 days.
（b）USPTOの公的手数料は、すべてクレジットカードを使ってオンラインで支払います。これは、特許庁が推奨している支払方法です。
We pay all USPTO official fees online via credit card, the Office's preferred method.
（c）電話、ボイスメール、ファックスの米国現地番号を持っており、米国からの電話やメッセージは、日本に転送されます。そのため、USPTOの審査官やスタッフは、弊所と直接連絡をとることができます。
We have local U.S. telephone, voicemail, and fax numbers that forward U.S. calls and messages to us in Japan, enabling USPTO examiners and staff to contact us directly.
